What is Gallifreyan?

Gallifreyan is the fictional language of the Time Lords, from the TV show Doctor Who. I'm not affiliated with Doctor Who or the BBC, but back in 2011, I created a "Gallifreyan" writing system which has since been adopted by the official show. What does the Gallifreyan in this episode say?
Most likely nothing! For the vast majority of the show's runtime, Gallifreyan was represented by random circles.

These Gallifreyan pieces claim to say the same thing, but they look different. Which one is right?
It's entirely possible that they're both right! Gallifreyan leaves a lot of room for artistic freedom, and the same word can be written different ways while still remaining entirely legible.

Can I sell things with Gallifreyan on them?
